The Federal Conservative government in Canada is mulling over the idea of changing the country's copyright laws. However, the plan is to change the law for free use of news content, which would allow the use of media clips without permission from the initial broadcaster for political ads. So news can become propaganda.

I'm sure this has never been done before.
